Square-tailed Kite

Immature Swamp Harriers are often mistaken for Square-tailed Kites because
they have no white rump and upswept wings with "windows" but a good thing to
look at is habitat, Square-tails usually hunt etc over tree canopies whereas
Swamp harriers over water, or nearby.
