While I don't have a problem with the concept of the amateur hunters "doing it instead of the pros", I think the reason National Parks hire pros currently is because they are operating in high-conservation areas.  If you're paying someone, you can expect them to behave themselves, to do their research on which species to hunt and how to tell the difference, and to be very careful not to have "collateral damage" since their next paycheck may depend on them doing a good job, and their reputation as a professional may be damaged.
 
I'm not saying that amateurs wont do all these things, but where's the incentive for them?  The punishment if they screw up?  What checks and balances are parks and wildlife putting in place?  What training programs for licensed gun club memebers to tell them the difference between ferals and non-ferals and what behaviour is appropriate inside the National Parks?
 
I think the concept is good, but just saying "Wow, we don't have to pay these guys?  Score!" and then sending them on in isn't the best idea.  Can someone shed some light on whether there are controls on this situation or not?
