I read often about roosting powerful owls and Rufous owls in other states and wonder if there are situations locally around Perth where some of our owls are known to roost regularly and can be seen.

There are Southern Boobooks in a few places, and also Tawny Frogmouths. Barn Owl is occasionally seen. But Barking Owl and Masked are rare birds to see in the south west.
