Thanks for the responses to my query.    Most seem to think Common Sandpiper
or Double-banded Plover.

 

I can't really make it into either, though the size difference would not
bother me as it is hard to judge size when there is nothing to compare with.
The bird had NO eyebrow, but a strong black mark from bill past eye.   Also,
the feathers were unmarked.   Not edged.   All just one pale shade, except
for the collar which was washed with pale rufous.   The collar came onto the
upper breast, but did not extend down beside the folded wing.  The unmarked
feathers were like the feathers of a Rufous Night Heron or such.   Quite a
different shade from the waders mentioned.

 

The bobbing was also head-bobbing, though it looked like a knees bend
almost.

 

I am still bamboozled and would be happy if anyone else has seen the bird.

 

The access I used was the first on the northern edge or "top" of the dam,
between the one which goes down the eastern side, and  Cobba-Da-Mana.
There are usually White-winged Fairy-wrens there, though I missed them.
