Unfotunately this is incorrect - neither Powerful nor Masked Owl is EPBC listed.
they are both listed under the state (NSW) TSC Act (I believe), and no doubt
went through some kind of assessment/approval process. It may not have been
done well at state level of course.
There may well be other EPBC listed species - Swift Parrot, etc. - but I suspect
the project got through this set of hurdles unscathed - many do ...
