Extremely difficult to get a feel for what is really happening with such a short article (if the real story is what journalists are interested in, that is).

I actually suggest that such stories will become more and more common with the changes that are occurring with conservation programs of the federal government.  What is most likely to be at the very basis of this story is not CSIRO wanting to shed these conservation programs but the inability of the organisation to fund them due to cut backs in funding.  Why is CSIRO getting into consulting?  It's because they have to raise money themselves to fund their activities!

Yet more food for thought.
