Have seen a group (20+) A.Ravens doing same at Mt Talbingo firetower (Oct 1988).
The sth.westerly was really strong and these birds kept closely folded wings as they surfed back and forth.
It looked like it would have been a lot of fun for them but it was cold and uncomfortable for us. 
The site on this day lent itself to increased numbers of wind blown insects as well.
There was no other spp on site while the wind was howling past.
