Juvenile Powerful Owl Call

The other night I observed an owl that appeared to be very similar to field guide descriptions of the juvenile powerful owl. The owl had white underparts and a distinctive dark section on top of it's head, and appeared to be a juvenile as it's feathers were very fluffy. It was about 20-30cm tall, and was sitting in open woodland/ridgetop vegetation on the Central Coast of NSW. The call of the owl was not characteristic of a powerful owl call however - it was more of a high-pitched chatter.
 
Does anyone know if this call could be that of a juvenile Powerful Owl? Or does anyone have any suggestions as to what this owl could be?
