As members may well be aware there is a significant problem with spam
emails.  In response to this there are proposals in the wind from the big
companies such as AOL and Microsoft to impose a senders charge on emails of
roughly 1 cent.  If this happens and becomes widespread it would have major
affects on free groups such as this, and could cost the group, or Russell,
roughly a dollar a week per member.

If this happens the consequences such as closure, subscription or
sponsorship all will have major consequences for the numbers in the group
and thus quality of information being exchanged.  Lets hope it never
happens, but we should all try to oppose it, if the proposals become serious
