Hi Tim
The Black-winged Kite Elanus caeruleus is very like our Black-shouldered Kite and is found in Spain.  However its distribution is not shown anywhere close to Barcelona in several European Field Guides which I have looked at including the latest Collins tome.  Are you sure it was an Elanus spp. ?  The Hen Harrier and Montagu's Harrier are both found in that area and have similar colouring but without the black shoulder.  However these are typical Circus spp. and are noticeably bigger than a Black-winged Kite.
