Pied Oystercatcher Breeding sites

Today , in front of the bird hide at the WTP, Werribee, Victoria, i saw an immature Pied Oystercatcher (brown wing patch, undefined eye, pink legs, marked bill).

Can anyone tell me if Pied Oystercatchers breed locally? If not, where are the nearest recorded breeding sites for this species?
