Hi again Neil,
I've just read your note again and would like to pick up on what you said about not going after the person but rather we should try to get regulations changed.
Certainly this is an avenue which needs great emphasis, but I still find it difficult to exonerate the person simply because a Govt Department has issued a permit.  Permit or no permit, it is the person in the field who makes the final decision on whether to take a life or not and so he/she has to bear ultimate responsibility.  Be it Govt or private individual, we all have to take responsibility for our actions.
John didn't need to kill that bird, but he chose to do so. This makes him equally culpable in my book.
