I can only pass on Melbourne Waters position. Their
policy is to cover all water storages for reasons of safety. Rather impractical
for Devilbend. Added reasons are that Devilbend is shallow and water is
subject to differential heating making poor for drinking, waterbirds help to
contribute to excessive bacteria and difficult to treat to latest
requirements, Devilbend has no good catchment to speak of and the Dam wall
no longer meets modern standards. Besides they have just spent $60 million
duplicating the pipeline from Cardinia to keep us Peninsula ites supplied with
water. I argee it seems crazy but there is no turning back.
