Could I ask that we all go back to thee original email and or that contact with Rob Bester be made, re: the penguin deaths?

There would seem to be more then one issue running here.

"Dog pooh on tidal beaches is quickly broken down due to thee action of the bleaching salts of thee ocean and sunlight .... but it does and can remain active for some period of time. Beach usage and by whom comes into play here? ....
 
Foreshore and beach destruction by unattended dog/dogs is something else and could be viewed as something more serious?
 
Dogs that savage wild birds again is another issue.
 
Packs of dogs roaming the Oz foreshores also do more then just kill wild birds and damage the flora. They can easily be USED to spread imported diseases. All it takes is one impreganated tick.
