My Garmin 11 is still working OK and the answer to the ionosphere reflecting GPS signals, is NO. Radio signals only bounce off the ionosphere up to 30 mhz ( HF....high frequency) above that, VHF, UHF etc go straight through and need to hit the moon or man made satellites to bounce back to Earth, I guess that the same applies to signals coming from above the ionosphere to Earth.
