When I rang Melbourne Water to discuss the inability to gain access with the key , I was told that many padlocks are not being replaced by  'unknown key holders', resulting in staff having to use other padlocks!  At $60 a padlock they are not in a hurry to keep replacing them, but have beeen alerted to the problem by several callers and hope to remedy the situation.
