I should incidentally mention that the Bulletin does in fact say the bird is
a Little pied cormorant.  

The caption for the cover photo is on page 2.  The text says "Pied
Cormorants and other birds rare to urban Melbourne are re-appearing on the
wetlands of La Trobe University's Melbourne Wildlife Sanctuary.  ...  This
photo of a Little Pied Cormorant drying his wings after diving for food was
taken by David Burren."
