Saving ringbarked trees

Hi all,
 
I was doing some birding along the Barwon River in Geelong last night and came across two ringbarked river red gums and couple of saplings chopped down.

It infuriates me seeing these types of acts of senseless destruction especially along an already sparsley treed section of the river.  

Does anyone know if there is anyway of saving a ringbarked tree? Would taping them up work?
