G'day all It's been done - at least in a movie. Borrow "Rare Birds" from your video shop. It stars William Hurt as a restuarant owner in coastal Canada (I think). He and his mate invent a rare bird sighting to attract customers to the struggling restuarant. Lots of other stuff happens - not a bad yarn.
