Sounds like the Lutino (yellow) colour mutation of the Indian Ringneck,
Psittacula krameri manillensis. Mature males, 2 years or older, have a
pink ring around the neck. Escaped Ringnecks rarely survive more than a
few days unless they find a receptive home to fly into. The yellow
variety in particular stands out like a sore thumb to any raptor, and
being through many generations of being captive bred has little concept
of dangers in the wild.
