I feel that I must make just a couple of points here.

*yes* same stupid stuff happens here, every time we
have an oil spill (blood-taking) just foolishness is
all ... no logic to this process at all.

Banding.
Unless some kind of disease is rampant it's really a
waste of time anyway, not to mention money ...

By the time "some kind of disease is rampant" it is
far too late to start studying the disease.
I have been involved in a study bleeding wild birds, looking
at the prevalence and strains of avian influenza present.
This was conducted under University Ethical Approval.
Quite a number of the birds were recaptured, days, weeks to months later.
Virtually nothing in known about this here in Australia. Overseas
it can be a big mortality factor of wild and domestic birds. We don;t
know much more about it here because funding was cut for this project.
The outstanding young vet who was working on this project, switched to
medical research where funding is much easier to obtain.
[I regularly give blood, in much larger (relative) quantities than was taken
from the birds].
