rings on necks

I was wondering if there is anything one can do when you see a bird with a ring of some type entangled around its neck. Is there someone to notify or is the bird's fate sealed? There was a cormorant at Karkarook  ( in Heatherton,Vic) last weekend which seemed to have a bleeding wound at the site also.
