I thought we thrashed this out some time ago (or maybe it was on Birdchat).
Anyway, the following points appear to be agreed on.
1."endemic" is not a scientific term, as it is defined in terms of
politico-geographic entities.
2.To be an endemic, a bird must be essentially restricted to the area in
question; so birds that winter north of Australia can not be treated as
endemics.
3.Occurrence outside the area as a rare vagrant does not affect its endemic
status.

A further question is what qualifies as Australia. Some people include
off-shore territories, including Cocos-Keeling and Macquarie Is.  But if
you are reporting titles to the American Birding Association lissts, you
cannot include these.
