Does the Cinereous (Black) Vulture occur that far east?  
Which part of Siberia are they talking about anyhow?  Even if 
it does, I doubt the population is down to 1000 birds, except 
perhaps regionally.

I saw Black Vulture in Kyrgyzstan in 2000, and I guess it may 
range as far east as the Altai - TransBaikal region at least, 
but don't have any maps on hand to check.
