It might be unusual (or not) to see 60 Night-herons roosting in a single tree in Melbourne.  However, very large concentrations of roosting Night-herons are not unusual, particularly inland.  Large numbers also roost at coastal locations at times, Shortland Wetlands Centre in Newcastle for example.
