Black Falcon?

He thinks the sound was more Hobby like, difficult to describe - kind of
like a chirping gargle
more or less. It had just given up on a Pigeon chase, my friend thought it
odd because firstly its call was unfamiliar and the fact that most of the
time it was gliding.Sorry about the lack of substantial info.Definitely
black plumage.
