Sounds like it has to be an Alexandrine Parrot.  They have the colour you
describe and especially the red wing patch.  Have a look at the female pet bird
shown at http://www.geocities.com/Petsburgh/Haven/6779/olive.html.

Sounds like either a young male that has not yet developed the neck ring, or a
female, which doesn't get a ring.  There is some variation in size of these
birds.  Ideally they are a quite large bird, about Regent Parrot in body size
with a much longer tail, but many are smaller, often down to an Eastern Rosella
body size - likely due to both inbreeding in the past, and also some hybridising
with Indian Ringnecks.

The bird observed would likely be just finishing it's summer moult, since their
tail is often much longer than 40% of body length.  Mine can have their tail up
to 60% or more of total length.
