Have you got any idea how much correspondence crosses a minister's
desk?  I think ministers have more important things to do than to read
the correspondence that goes out under their names [most public servants
write replies to "ministerials" on at least a semi-regular basis, and
write ministerial speech notes on an occasional basis].  Ministers,
would of course take more care with important things, like cabinet
documents ...
