The first W-th NT I ever saw was a single bird at low altitude (ca 10m)
over the Molonglo River here in Canberra. Admittedly, since then I have
only ever seen them high in the sky associated with storm-fronts, or
circling in largish groups over beaches or coastal lakes or paddocks.
So in my opinion it's quite possible that that's what you saw!
