Environment ACT (the Australian Capital Territory govt agency concerned
with environmental issues) has issued a discussion paper on cat
management and is calling for comments. The paper is on the web at
http://www.act.gov.au/environ/cats/
While I have no, repeat no desire to resurrect the thread on this list
on the topic of cats and birds, list members living in or near the ACT
(and perhaps others) may be interested in the paper. Comments to the
ACT Govt, please, not to me nor to Birding-Aus!

AIMS OF THE DISCUSSION PAPER
This paper is aimed at:
raising awareness and initiating community discussion of issues
that arise from cat behaviour and cat
ownership;
canvassing community views on management options for urban cats to
assist the shaping of directions,
priorities and policy for future management measures of urban cats;
and
identifying key issues to be included in the development of a
community awareness campaign.
This ACT Cat Management Discussion Paper focuses on the management of
domestic cat and stray cat populations
in Canberra's urban areas. Three general assumptions are made:
cats are an important and significant part of community life;
cat ownership brings a responsibility of control and care for the
animal; and
cat predation on native fauna and adverse impacts on community
amenities are undesirable.
Comments on this paper will assist in the development of an ACT
Government policy response to issues of
community concern, including the need for a management strategy and
necessary legislative and administrative
reforms.
