[ts-7000] xuartctl on Windows 7?

Is there any way to get xuartctl running as a COM port on Windows 7?  I have a 
device which has it's own Windows-only command & control software.  I'm 
attempting to talk to it via a 7552 and Wifi.  I have managed to get xuartctl 
running on both a Parallels-based Debian Linux setup as well as OSX, both work 
via minicom.

If there is a Windows version of xuartctl or a way of piping /dev/ttys001 to a 
Windows COM port, please let me know.
