My guess (and it's total speculation) is not. We're using a USB760, and its
only I/O goes through the USB port. There's no way that I know of to power-on a
computer through its USB port when it's not turned on.

I have a Sprint service on my Aircard USB598 connected to TS7350. I wanted to
see if I can call the USB598's phone number to disconnect the power source
(Open the circuit) to the TS7350, and connect it back again. If that's
