This is the problem. When I set my system up for FPGA development years ago, I
remember I had to modify the startup scripts to not start up the video or
additional ethernet drivers otherwise the board would hang when I changed the
bitstream from the default. Once I had that done, I was able to switch
bitstreams freely and in fact it's been pretty convenient. I'm upgrading to a
board with a larger FPGA to continue my work though, so I'm back to JTAG.
