Well, I use a TS-7800 with a TS-GSM1. I downloaded 2.6.34 kernel SD card image 
from ftp.embeddedarm.com.

My jumper settings: JP2, JP5, IRQ6 ON, others NOT SET. No SIM card right now. 
Not going to full Debian.

The last OK shows that the modem responds. I tested sending SMS in Debian with 
minicom. First, I configured my network and downloaded Minicom and Setserial:
  apt-get install minicom setserial

In Minicom, to configure the minicom in the minicom, you can do Crtl+A two 
times.

Are you sure you have a GSM modem module on top of the SIM card socket; for 
example, do you have an antenna with some wire attached to it?
