[ts-7000] ftp server and portmap on Debian distro

I am attempting to use ssh to locally forward port 21 to another computer from 
my ts-7260 running Debian lenny.  When I try this it tells me that the port is 
already in use.  Using netstat I can see that portmap is running on that port.  
Why?  What does it do?  I kill it and try the ssh port forwarding again, but it 
still tells me it's in use.

Basically, I want to be able to do "ftp localhost" and have it access the ftp 
server on the other computer.  Now when I try it, it loads an ftp server from 
the local machine:

FTP server (Version 6.4/OpenBSD/Linux-ftpd-0.17) ready.

I don't see fptd listed as running when I do "ps -ef", so how is it getting 
started?

Any assistance is greatly appreciated.
