putting chmod into /etc/rc.local sometimes works.

What's the best way to get access to this? I can chmod it to 666, but as soon as I reboot it comes back as 660. Should I be trying to figure out udev (this looks complicated to say the least) or perhaps add nobody (what the php script likely runs under from apache) as a member of the dialout group (that seems, er, dangerous).

Is there another better way?
