As a general rule of thumb radios don't like not having an antenna, all
the output power gets reflected back at the amplifier and it has a small
bird :) That being said, the brick style amps used in cell phones and
low power commercial radios are far more forgiving, you'll probably get
away with it. They expect someone who has no idea to think unplugging
the antenna is fine, or that the antenna is going to be fed somewhere
someone might roll over it with a office chair and short it ect.
A safer alternative would be to connect a dummy load to the radio. At
cell powers a 50ohm couple watt resistor would work fine, put that in a
shielded, grounded box and tada dummy load.
