You did download the wrong package.

Go to http://www.embeddedarm.com/support/index.php. Click Software Download 
link. Click the link ftp://ftp.embeddedarm.com/ (or you can go here 
directly but I'm just pointing out how to find it for future reference).

In the directory listing in the FTP server click ts-arm-sbc then click the 
link for the board you have, then cross-toolchains. The file you want from 
the next listing is a file with a name starting with "crosstool-linux".

If you are doing only application development, grab the latest gcc version 
(ie. gcc-4.01). If you will be doing kernel compiles you may need an older 
cross compiler tool (ie. gcc-3.3.4 in the case of a TS-7250). You can 
download and install multiple versions as they can be put in to separate 
directories under /opt/crosstool.
