[ts-7000] does dropbear require scp on the server side?

  this probably has a simple solution.  stock TS-7260 board with
2.4.26-ts9 installed (soon to be ts11).  i wanted to quickly set it up
so i could download a few additional utilities and files, and i
assumed setting up the ssh (dropbear) server on the board would be the
quickest way.

  first, i ran dropbearkey to create the RSA host key -- that worked
fine.  then i invoked dropbear under inetd with "dropbear -i" --
again, worked fine.  then i tried to copy down a test file from my dev
system to the board:

$ scp sillyfile :/tmp
 password:     [just hit ENTER]
sh: scp: not found
lost connection
$

  ok, that puzzles me -- the *target* system is complaining that it
can't find "scp"?  in the past when i've installed dropbear, it's been
part of the whole dropbear client+server package, so dbclient was
installed as well.

  but on this 7260 board, there is no scp and no dbclient.  have i
missed something?  how have other people set this up?  i can certainly
use ssh from my dev box to log into the target system, so i know the
server is working to that extent.

  have i overlooked something obvious?  thanks.

p.s.  for copying, i can also set up NFS but i'd like to understand
this dropbear issue.
