[ts-7000] PWM using a TS-DIO24?

Reading the specs on a TS-DIO24 it has 4 outputs that can sink 1A.  It 
has TTL inputs.  I need to control 3 to 4 fans that each draw .25A.  Can 
the TS-DIO24 be used to implement a PWM controller, at something like 
20KHz, for these fans?

Has anyone done that?  Any pitfalls?

I know I'd have to knock the 12VDC tach signal down to 5V. Anything else?
