[ts-7000] Cannot add a user group

I tried following command,

addgroup -g 600 group1

following error is displayed
groupadd: cannot lock group file

I deleted the following files 
passwd.lock
shadow.lock
gshadow.lock
group.lock

from /etc/ and I am also the root user. Although the same command works on my 
PC that has the same Debian Linux kernel version but it does not run on my 
TS-7350.

I am setting up a NFS client on my SBC in order to transfer binary files.

Please help.
