AFAIK there isn't one. I'm assuming it's the busybox telnetd that running.
Executing it with the -h flag got this...

Telnetd listens for incoming TELNET connections on PORT.
Options:
-p PORT listen for connections on PORT (default 23)
-l LOGIN exec LOGIN on connect (default /bin/sh)
-f issue_file Display issue_file instead of /etc/issue
So arranging for it to be invoked with the relevant -p option seems to do
the job. I believe telnetd is invoked by inetd and its invocation is
in the /etc/inetd.conf file.
You can invoke dropbear (light weight sshd) from inetd.conf and also
specify the listening port, it happens to be the same option (dropbear -h
for all the options). And truly it is better to use ssh.
