As far as I can recall (not very) the TS7300 SD support for the first SD card is built into the CPLD, not the FPGA.  You need the TS bootloader because the implementation is proprietary.   Someone should look in a manual, but I believe that is correct.

I'd imagine, depending on the size of the eeprom you have that you could
get RedBoot to do it all for you right from the eeprom. The EP930x
chips are fairly popular, I'm sure there's other bootloaders out there
as well that would run on it like uBoot, ect that may already have SD
support.
