No you have to use across compiling gcc and a bunch of tools like make.
I contend this is easier done on Linux desktop - people crippled by having
to use Windows have to resort to cygwin and other solutions to run those
tools.

You may find that rsync has some dependancies, i.e. it needs certain
libraries to be available. These will need to be compiled first.
You may eventually wish to re-evaluate your need for rsync :-)
and find a solution based on the tools provided.
Alternatively boot the debian based image TS provide for free and rsync is
just an "apt-get install rsync" away, if it isn't already present.
