I don't know what you're trying to do or what kind of interfaces, if any, you're interested in, but Radio Free Berkeley in California provides pirate radio transmitter kits and related equipment at cost or near cost.
I'm working with Digi XBee Pro radios in a point to multipoint setup. I removed the whip antenna attached a small pigtail instead to connect to a 16dBi short backfire antenna to each of the 3 remote stations and a 12dBi yagi to the "Access Point" which is also 130m above the other. The links cover 4.9, 5.2 and 5.3 km with very low error rates (less than 2% and most errors are due to interference).
The TS7260 + XBee Pro need about 900mW with the TS7260 running at full speed but you can get to about 500mW by lowering the processor speed.
I'm not alowed to release the IP over XBee code yet, but I can give you a hint: use the TUN kernel driver.
