[ts-7000] tslib autoconf problem

I'm working my way through the steps of cross compiling qt embedded on my ubuntu machine.  Everything was going well until I got to the point of trying to build tslib.  When I run the autogen.sh script I get the following:

    configure.ac:25: error: possibly undefined macro: AC_DISABLE_STATIC
           If this token and others are legitimate, please use m4_pattern_allow.
           See the Autoconf documentation.
    configure.ac:26: error: possibly undefined macro: AC_ENABLE_SHARED
    configure.ac:27: error: possibly undefined macro: AC_LIBTOOL_DLOPEN
    configure.ac:28: error: possibly undefined macro: AC_PROG_LIBTOOL
    autoreconf: /usr/local/bin/autoconf failed with exit status: 1

Everything I have found on google says this is because I don't have libtool installed, but I swear I do:

: which libtool
/usr/bin/libtool
: libtool --version
ltmain.sh (GNU libtool) 1.5.26 Debian 1.5.26-1ubuntu1 (1.1220.2.493 2008/02/01 16:58:18)

I've run out of ideas.  The only command that is running from the autogen.sh script is the autoreconf command.  I have tried running aclocal - it runs fine, but doesn't seem to help.

Any clues would be greatly appreciated.  Time for sleep,
