[ts-7000] ts-7300. tools of development for 2C8 FPGA on ts-7300

Does any one knows....

 

which tools or demo boards are used to do development for Cyclone II EP2C8Q208C8N FPGA available on the ts-7300 board. I mean if I want to prepare a bit file for FPGA of ts-7300, can I test and develop my bit files on different demo boards (which boards or tools are suitable for this?) and than load it using your utilities to program FPGA present on ts-7300.
