I've seen this on other platforms; Primarily the Sharp Zaurus (which
is StrongARM based) -- Its a limitation on the bus if I recall
correctly... I've only been able to get 2GB cards working on some
older StrongARM boards, and the 7300 if I recall correctly. Also, the
distinction between "Disk" and "Memory" must be made (unless you're
going to be writing REALLY big files to disk, I'd go with only the
size needed -- I have a Debian Sarge 7200 fastbooting and mounting a
128MB swapfile for the 512MB CF card)

Also, are you doing the DD route or the tar -xfc method? IF you're
using the dd method, you're going to run into issues-- i always have.
If you can get the root tarball, I simply let it extract to the root,
rename /mnt/disk/mnt to /mnt/disk/zzz (on my system, the CF reader I
use comes up as /mnt/disk)

I'd suggest formatting the CF card as a single ext2 partition, unless
you want a particular amount set aside for a swap (I prefer swap-files
for my own personal preference, but i just dont conform ;) )
