FWIW, I have no problems cross compiling under CentOS 5 with this:
CC =
/opt/crosstool/gcc-2005q3-glibc-2.3.5/arm-none-linux-gnueabi/bin/arm-none-linux-gnueabi-gcc
CFLAGS = -g -O -Wall -W
LDFLAGS = -g -static
$(target) : $(target).c
$(CC) $(CPPFLAGS) $(CFLAGS) $(LDFLAGS) $^ $(LDLIBS) -lm -o $@
