This last one is a huge question, being worked on by almost every
distro (some more actively than others ...)
As a start, you need to know what is taking the time so you can
concentrate first on the easiest-to-fix or slowest tasks. For this
you can instrument your boot process with bootchart:
www.bootchart.org. There is a debian package for it, and a page on
how to use it: http://www.debian-administration.org/articles/211
Sorry, I haven't used a fastboot machine, so I can't compare that to a
full boot. Be sure you are comparing apples to apples, and not
time-to-text-login-prompt to time-to-gui.
